A 10 stop neutral density filter delayed the shutter speed to 60 seconds, smoothing out the water and enhancing the reflections.

An aperture of f/8.0 and a film speed of 100 ISO captured the maximum detail from image shot with a zoom lens at 70mm on a Nikon D800E.
