Mark Attwood (43) is unhappy at having to fork out with the cash for tuition, which has been free in the past, for daughter Heather and son James, who both attend Biggar High School.
James (16) plays the clarinet while 13-year-old Heather plays the flute, which Mark bought earlier this year.

Mark said: "My daughter was encouraged to learn the flute by her music teacher and we purchased a flute at great expense in the early part of 2010.
"We now have to tell her that she can no longer have these lessons and we will be out of pocket by many hundreds of pounds for the purchase of a new flute five months ago or pay this money."
