HJV Consultants applied to Glasgow City Council seeking permission to construct the flats at the site known as 10 Kelbourne Street.

However, planning officials rejected the plans. They argued the proposals went against elements of the City Development Plan and was not supported by a Coal Mining Risk Assessment.
